Jenny Mattingley

Vice President, Public Policy & Stakeholder Engagement, Partnership for Public Service

Jenny Mattingley oversees the strategic direction for the Partnership’s policy, Congressional affairs, presidential transition and stakeholder engagement efforts focused on supporting the civil service and reforming government management systems. This includes leading the organization’s FedSupport and Government for a New Era initiatives.

Jenny joined the Partnership in 2023 and brings deep, varied experience focused on federal government policy reform and program implementation. She served in the executive branch at OMB focusing on hiring reform and the workforce pillar of the President’s Management Agenda, spent several years consulting with good government organizations, served as the executive director of the Performance Improvement Council and the founding director of the White House Leadership Development Program, and spent many years overseeing policy for the Senior Executives Association.
