Responsibility
Management Scope

In fiscal 2023, the Bureau of Global Talent Management had an adjusted enacted budget of $295.3 million with a total of 688 positions, comprised of 536 civil servants and 152 domestic foreign servants.2

Primary Responsibilities
  • Assists the secretary of state and undersecretary for management by directing the formulation and implementation of human resources policies and programs.
  • Manages the operation of the department’s Foreign Service and civil service human resource systems and family liaison functions.
  • Coordinates human resources policies of the State Department other foreign affairs agencies, including:
  • S. Agency for International Development
  • Peace Corps
  • International Broadcasting Board
  • Some elements of the Departments of Agriculture and Commerce
  • Serves as chairperson of:
    • the Board of the Foreign Service
    • the Board of Examiners for the Foreign Service
    • the Executive Resources Board
  • Exercises substantive and coordinating responsibility for sections of the Foreign Affairs Manual pertaining to the bureau, human resources and other relevant matters listed in the Foreign Affairs Manual under this position.3

Requirements
  • Must be a current or former career member of the Foreign Service (22 U.S.C. § 3928).
  • Extensive background in government personnel management and human resources.
  • Proven leadership and experience in administrative support within the Foreign Service.

  • Ability to work collaboratively with other personnel agencies to support the workforce.
  • Effective and outspoken advocate for key departmental personnel systems and talent management programs.
