Responsibility
Management Scope

In fiscal 2023, USAID’s budget was approximately $2.1 billion of which $1.7 billion was allocated for operating expenses. The deputy administrator oversees six pillar bureaus, five regional bureaus, two central bureaus as well as all overseas missions and field offices.2 The management scope of this position can vary by administration.

Primary Responsibilities
  • Assists the administrator in carrying out the administrator’s authority and responsibility for the overall direction, coordination and supervision of agency operations at headquarters and abroad.
  • Provides overall strategic guidance to bureaus that are at the forefront of U.S. national security interests.
  • Improves the agency’s effectiveness in addressing crises and building resilience.
  • Strengthens cohesive engagement on high-level policy and planning issues common to two or more of the bureaus.
  • Provides oversight and direction to the assistant administrators and assistants to the administrator within the deputy’s span of control.
  • Guides USAID’s crisis responses.
  • Represents USAID on the Deputies Committee of the National Security Council.
  • Oversees agency efforts to promote food security, global health, democracy and economic growth and address the root causes of conflict.
  • Oversees the following the offices and bureaus:
    • Bureau for Africa
    • Bureau for Asia
    • Bureau for Conflict Prevention and Stabilization
    • Bureau for Democracy, Human Rights and Governance
    • Bureau for Europe and Eurasia
    • Bureau for Global Health
    • Bureau for Humanitarian Assistance
    • Bureau for Inclusive Growth, Partnerships and Innovation
    • Bureau for Latin America and the Caribbean
    • Bureau for Middle East
    • Bureau for Resilience, Environment and Food Security
    • Office of the Chief Economist
    • Office of Policy

Requirements
  • Advanced background in and knowledge of U.S. foreign policy, humanitarian assistance or other relevant fields.
  • Demonstrated leadership in and commitment to addressing pressing humanitarian issues globally.
  • Previous agency experience preferred.

  • Responsive to current events and ability to take initiative in strategic development.
  • Effective advocate for U.S. national security and foreign policy priorities in both public and private forums.
  • Ability to facilitate effective collaboration across agencies and other key stakeholders.
Past Appointments
  • Isobel Coleman (2021 to present): USUN Agency Review team lead, Biden-Harris Transition Team; chief operating officer, GiveDirectly; U.S. ambassador to the United Nations for Management, Reform and Special Political Affairs.3
  • Jenny McGee (2020 to 2021): Geospatial mission manager for Counterterrorism, National Geospatial Intelligence Agency; director of Intelligence, HQ U.S. Air Forces in Europe and Africa; senior military assistant, Office of the Under Secretary of Defense for Intelligence, Department of Defense.4

The title for this position was formerly known as the Associate Administrator for Relief, Response, and Resilience during the Trump administration. While management responsibilities have varied to some degree in recent administrations, Congress formally recognizes this position as the successor to the associate administrator position. During the Obama administration, this position was known as assistant administrator for democracy, conflict, and humanitarian assistance.
