In fiscal 2023, the Department of Defense had an enacted budget of $905.5 billion with approximately 2.1 million military personnel and 795,000 civilian personnel.3 In the same fiscal year, the office of the undersecretary of defense for acquisition and sustainment, under which this position and its office serves, had an enacted budget of $77.69 million for labor and $512.9 million for the mission budget with 326 full-time equivalents.4

Primary Responsibilities
  • Advises the undersecretary of defense for acquisition and sustainment and other senior defense leaders on all matters pertaining to industrial base resilience, including:
  • small business programs
  • industrial base development
  • industrial policy
    • international engagement.
  • Provides leadership for teams, including:
  • conducting geo-economic analysis and assessments
  • providing recommendations on budget matters related to the defense industrial base
  • assessing impacts related to mergers, acquisitions and divestitures
  • anticipating and closing gaps in manufacturing capabilities for defense system
  • monitoring and assessing the impact of foreign investments in the United States.5
  • Coordinates on any proposal to use government funds annually proposed by the DOD components to preserve industrial capability if values equal to or greater than the value identified in DOD Directive 4275.5 and coordinates them with appropriate office of the secretary staff elements before undersecretary approval.
  • Establishes overall guidance regarding defense industrial base data sharing among DOD organizations and as deemed appropriate, with other government departments and agencies.
  • Creates and maintains the defense industrial base data repository.

Requirements
  • Extensive management experience related to industrial base issues such as supply chain management and industry trade.
  • Demonstrated record of effectively collaborating with domestic and international government and business actors to tackle pressing industry needs and challenges.
  • Previous agency experience or interfacing with policymakers, particularly in relation to national security issues.
  • Previous experience in overseeing commercial acquisitions and mergers a plus.
  • Experience overseeing and using modern data, methods and tools at an enterprise level preferred.

  • Strong communication skills across domestic and international organizations in leadership roles.
  • Analytical and strategic thinker with an ability to engage with stakeholders at a technical level.
  • Ability to handle sensitive matters to facilitate cooperation across complex networks of allies and strategic partners.
