Responsibility
Management Scope

In fiscal 2023, the Bureau of Administration managed $473 million in appropriated funds. In addition to these funds, the bureau is supported by several working capital fund operations. Together, the appropriated and working capital funds amount to a budget of about $1 billion annually. The bureau employs roughly 1,000 direct-hire staff and more than 1,200 contractors as part of its role as the department’s enterprise service provider.2 The assistant secretary heads the bureau, including the following offices:

  • Library Services
  • Office of Allowances
  • Office of Directives Management
  • Office of Emergency Management
  • Office of Global Publishing Solutions
  • Office of Language Services
  • Office of Logistics Management
  • Office of Overseas Schools
  • Office of the Procurement Executive
  • Privacy Office
Primary Responsibilities
  • Manages elements of the department’s global platform, enabling operations at embassies and consulates.
  • Acts as the department’s chief acquisition officer.
  • Manages both domestic and overseas crises impacting department facilities and personnel.
  • Oversees the department’s approximately 13 million square foot domestic real estate portfolio.
  • Leads coordination regarding the management, disposition, and release of department regulations, records, privacy mandates, classification and declassification of department information and printing, publishing and graphic design services.
  • Facilitates the bureau’s support of tens of thousands of International Cooperative Administrative Support Services customers.3
  • Maintains interagency relationships, including the intelligence community and Department of Defense.

Requirements
  • Educational background in public administration preferred.
  • Knowledge of the department’s overseas operations and the foreign service is essential.
  • Significant management experience—of people, enterprise technology, budgets, crises and State Department operations—is required for success.
Competencies
  • Ability to maintain relationships with external stakeholders such as the General Services Administration and other interagency partners is essential.
  • An ability to facilitate strong internal partnerships with other management bureau leaders (e.g. budget and planning, human resources) is critical, as are strong partnerships with regional bureau leadership.
  • Strategic planning, resource management and executive leadership are essential skills for performing this role.
