Responsibility
Management Scope

In fiscal 2023, the Office of Global Women’s Issues, under the Office of the Secretary, had an adjusted enacted budget of $7.39 million and 25 personnel.3

Primary Responsibilities
  • Leads the department’s efforts to integrate gender equality into U.S. policy, diplomacy, partnerships and programs4.
  • Leads department priorities around women and girls’ equality, including women’s economic security, women’s participation in peace and security, and gender-based violence prevention and response.5
  • Coordinates the Department of State’s efforts on Women, Peace, and Security as guided by the Women, Peace, and Security Act of 2017 and the U.S. Strategy on Women, Peace, and Security.6
  • Supports the United States’ participation in multilateral and multistakeholder Global Partnership for Action on Gender-Based Online Harassment and Abuse.7
  • Works with the U.S. Mission to the United Nations and the International Organizations Bureau to elevate gender equality in multilateral forums such as the U.N. General Assembly, the U.N. Commission on the Status of Women, U.N. Human Rights Council, G7, G20 and APEC.8

Requirements
  • Prior agency experience, preferably with an international focus.
  • Advanced education and expertise in a related field.
  • Demonstrated commitment to women’ issues and human rights.
  • Proven leadership and diplomatic skills as an advocate for women’s rights at high-level institutions and convenings.
Competencies
  • Strong media and diplomatic communication skills with diverse stakeholders.
  • Ability to facilitate cooperation with diverse sets of actors across civil society, including governments, international organizations and various sizes of enterprises.
  • Experience with gender-related issues and policy issues that uniquely impact women.
  • Ability to work in a matrixed environment that demands interagency cooperation to achieve policy goals.
  • Understanding of U.S. foreign policy its role to promote the rights and empowerment of women and girls globally.
Past Appointments
  • Dr. Geeta Rao Gupta (2023 to present) – Senior Fellow on Gender Equality, United Nations Foundation; co-chair of Global Gender Based Violence, United Nations; member of the Advisory Committee on Voluntary Foreign Aid, United States Agency for International Development.9
  • Kelley Eckels Currie (2020 to 2021) – Head for the Office of Global Criminal Justice, United States Department of State; alternate U.S. representative of State Department delegates, Department of State; U.S. representative on the Economic and Social Council of the United Nations, Department of State.10
  • Catherine M. Russell (2013 to 2017) – Member of the advisory committee on strategic dialogue with civil society, Department of State; deputy assistant to the president and chief of staff for Dr. Jill Biden, Office of the Second Gentleman of the United States, Office of the Vice President, Executive Office of the President; chief of staff for Dr. Jill Biden, Obama for America 2008.11
