Mr. Trump, Washington could use a few good managers

Every year, the federal government asks its employees whether they have what they need to do their jobs well. This year more than 400,000 of them responded, and the Partnership for Public Service, an organization whose goal is improving government effectiveness, distilled the results in “Best Places to Work in the Federal Government.”
